The election campaign is about to start, and the Minister of Welfare Roxanne Wiklund is appointed to lead the campaign for the Democratic Party. However, Roxanne quickly gets off track when she talks about tobacco in a debate and suddenly "snus gate" is a fact.

It is election year in Sweden and the ruling government party DSP is challenged by a decreasing support among their voters. The ambitious press secretary Lisa works for the barely known Ministry of Welfare - who suddenly receives an unexpected request from the party's election general Kaminsky. Suddenly the Minister of Welfare Roxanne becomes the front figure for the entire election campaign.
